identifying critical unknowns and the minimum information required
mapping viable decision scenarios (and what each implies)
flagging authority-dependent items as Human Gate
recommending defensible next steps within a defined scope
A scoped advisory output (PDF or structured memo), typically including:
problem framing and scope
assumptions, limitations and information gaps
decision scenarios and risk implications
critical constraints and “stop/go” factors
recommended next actions and sequencing
not open-ended consulting without scope
not design services
not a licensing guarantee
not a substitute for statutory authority decisions
