Technical Advisory for Heritage
Euritmia provides specialised technical advisory services delivered through structured technical reports and opinions, supporting public decision-making in complex contexts involving existing buildings, built heritage and overlapping regulatory regimes.
Services are provided with technical independence and do not replace the statutory competences of the contracting authority.
Provision of specialised technical advisory services consisting of technical analysis and issuance of a Technical Report / Technical Opinion, including (as applicable):
review of documentation and applicable framework
identification of constraints, risks and incompatibilities
assessment of admissibility and technically viable alternatives
clear technical conclusions and operational recommendations
explicit statement of scope, assumptions, limitations and information gaps
Services may cover, among others:
interventions in existing buildings
listed buildings, buildings under protection, and protection areas
overlapping regimes (heritage / planning / fire safety / technical standards)
cases requiring clarification due to divergent interpretations
support to document preparation and technical reasoning for decisions
Deliverables are typically:
Technical Report / Technical Opinion (PDF) with clear structure, documented rationale and stated assumptions/limitations
Executive summary (when requested) for decision-making
Information gaps and their impact on confidence (when applicable)
Where decision-making depends on external statutory bodies, such items are flagged as Human Gate.
Delivery timelines are defined based on:
complexity of the object
volume and quality of information provided
urgency requirements
need for phased delivery (preliminary note + final report), when appropriate
The contracting authority provides the information required for execution, typically including (when available):
property/site identification and location
existing documentation (drawings, reports, photographs, surveys)
procedural history and relevant prior decisions
known constraints and involved authorities
Where essential information is missing, the deliverable may state: Inconclusive due to missing data, and specify what is required to proceed.
Quality and compliance
Technical outputs are drafted:
in clear technical language suitable for administrative and technical review
with traceable reasoning, documented assumptions and explicit limitations
with a structure appropriate for file instruction and decision support
Euritmia:
does not exercise deliberative or decision-making powers
does not issue binding administrative decisions
does not replace statutory opinions or authority competences
provides scoped technical reasoning to support the contracting authority’s decision
Final decisions remain entirely with the competent authority.
Information and documentation provided by the contracting authority are handled confidentially within the scope of the contracted services, without prejudice to legal obligations applicable to the public entity.
