Critical review of an existing option, proposal, or technical stance.
An Independent Technical Opinion is used when a technical decision already exists (a design option, an interpretation, or a change during construction) and needs to be assessed for admissibility, coherence and risk under the applicable framework and technical practice.
Use an Independent Technical Opinion when you need to test an existing position, typically:
before submission to an authority
when interpretations diverge between stakeholders
during changes on site with technical impact
when exceptions or compromise solutions are being relied upon
in disputes (client / designers / supervision / contractors)
